What asbestos testing is
A qualified person takes a small piece of the suspect material while keeping it damp, seals it in a labelled bag and sends it to a laboratory. The lab reports whether asbestos is present and which type.
Testing is how you confirm a fence, eave or wall lining before you plan removal, and it is a sensible first step before renovating any pre-1990 house.

Safety and regulations
In Western Australia a Class A licence covers every type of asbestos, friable material included, while a Class B licence covers non-friable (bonded) material only. Bonded work over 10 m² needs a licensed removalist. The current rules sit on the WorkSafe WA asbestos licences page.
Householders may remove up to 10 m² of non-friable asbestos under the household exemption. That is a legal threshold, not a recommendation to do it yourself, and it never applies to friable material. The 10 m² counts the whole project, so a job cannot be split into smaller pieces to stay under it.

Do not take samples yourself from deteriorated or friable material. Disturbing it to collect a chip can release fibres, so use a licensed assessor instead.
